Superintendent of the Government Civil Hospital, and of minute thereon by Colonial Surgeon, and to recommend that the Matron and the English nurses at the Government Civil Hospital be placed on the permanent staff of the Colony on completing their several terms of agreement to the satisfaction of the Colonial Surgeon. I beg leave also to endorse the recommendation of the Superintendent that they should be granted the privilege accorded to members of the Police force of a free second-class return passage to England every five years.
The concession is in my opinion justified by the reasons urged by the Superintendent, especially as these ladies are entitled to a free passage home on the expiration of their agreements, and as it would obviate the necessity of periodically paying
